Together, we are working to create real, measurable change in how sports facilities are designed, evaluated, and experienced.
National Paralympic Committee of Portugal (NPC Portugal) – Portugal
Role: Project Coordinator
NPC Portugal is the national body for the development and promotion of Paralympic sports in Portugal. As a key actor in sport inclusion, NPC Portugal brings extensive expertise in managing disability sport programmes, athlete development, and public awareness initiatives.
In QIS – All In, NPC Portugal coordinates the project implementation and leads WP1 (Management and Quality Assurance), ensuring smooth collaboration across all partners and alignment with the values of the Paralympic movement.
Spanish Paralympic Committee (NPC Spain) – Spain
Role: Project Partner
NPC Spain supports and develops Paralympic sport throughout Spain, working closely with athletes, federations, and policymakers.
In QIS – All In, NPC Spain leads the research and mapping of best practices and existing standards related to accessibility in sports facilities. Their work lays the foundation for the certification system.
Hellenic Paralympic Committee (NPC Greece) – Greece
Role: Project Partner
The Hellenic Paralympic Committee oversees the promotion, support, and representation of Paralympic athletes in Greece.
In QIS – All In, NPC Greece contributes its practical knowledge in facility access and athlete support, and plays a key role in the testing and advocacy components of the project.
International Centre for Sport Security Europe (ICSS Europe) – Portugal
Role: Project Partner
ICSS Europe works to ensure safety, integrity, and good governance in sport. It runs education and child protection initiatives and collaborates with global institutions.
In QIS – All In, ICSS Europe is responsible for designing and developing the project’s digital platform, which will host the self-evaluation tool, certification pathway, and educational resources.
Andalusian Regional Ministry of Social Inclusion, Youth, Families and Equality (CISJUFI) – Spain
Role: Project Partner
The Regional Ministry of Social Inclusion, Youth, Families and Equality (CISJUFI) is the department of the Regional Government of Andalusia (Junta de Andalucía) in charge of competences in matters of social policies, social services, the elderly, people population in a situation of dependency, citizen participation and volunteering, migration policies, youth, childhood, conciliation, family, equality and gender violence.
In QIS – All In, CISJUFI is responsible for leading the creation and development of the Inclusiveness Quality certification process, setting standards to evaluate and offer guidance to improve the access to indoor and outdoor sports facilities and the mobility to and between sport facilities.
European Multisport Club Association (EMCA) – Belgium
Role: Project Partner
EMCA connects major multisport clubs across Europe and promotes innovation, inclusion, and good governance in sport.
In QIS – All In, EMCA leads all communication and dissemination activities. This includes developing the project website, managing the visibility strategy, creating dissemination materials, and supporting outreach to the European sport ecosystem.
HAŠK Mladost – Croatia
Role: Project Partner
HAŠK Mladost is one of Croatia’s oldest and most successful multisport organisations, with strong involvement in inclusive sport development.
In QIS – All In, HAŠK Mladost acts as the Communication Manager and co-leads dissemination efforts. It oversees content creation, visual identity, and coordinates project communication across all channels and partners.
Associação de Paralisia Cerebral Almada Seixal (APCAS) – Portugal
Role: Project Partner
APCAS is a leading community-based organisation supporting people with cerebral palsy and other neurological conditions through education, rehabilitation, and inclusive sport.
In QIS – All In, APCAS brings ground-level experience in adapted sports and inclusion. It helps ensure that project tools and messages reflect the real needs of persons with disabilities.

Each partner plays a key role in developing, testing, and promoting the QIS – All In certification model and tools. Together, we aim to ensure that accessible sport becomes a lasting European standard.
