QIS – All In Presented at the EPC Conference

Bringing accessibility and inclusion to the European Paralympic stage

On 29 August, the QIS – All In project was presented at the European Paralympic Committee (EPC) Conference, held ahead of the EPC General Assembly, where it was introduced to a European audience of Paralympic leaders and stakeholders following an official invitation from the EPC. The 10-minute presentation, delivered by Tiago Carvalho, Vice-President of the Portuguese Paralympic Committee and Member at Large of the EPC, highlighted the project’s vision, structure and current stage of development.

Presenting QIS – All In to the European Paralympic community

The presentation provided an overview of QIS – All In and its ambition to develop European standards for accessibility in sports facilities, ensuring that inclusion becomes a measurable and achievable quality standard across different sporting contexts.

The audience was introduced to the project’s main objectives, including the development of an Inclusiveness Quality Certification process, practical guidance for organizations managing sports facilities, an online platform with self-evaluation tools, an educational programme and the creation of a Network of Champions. Particular emphasis was placed on the project’s focus on real-world application and its intention to support improvement rather than impose rigid or exclusionary criteria.

Tiago Carvalho’s presentation drew on his long-standing involvement in disability sport and the Paralympic movement. A lawyer by profession, he has been active in Paralympic governance since joining the board of the Portuguese Paralympic Committee in 2017, following earlier engagement in the Deaflympic movement and sport for the deaf. His experience helped frame the project within broader European efforts to advance accessibility, inclusion and equal participation in sport.

The invitation to present at the EPC Conference reflects growing interest in QIS – All In and underlines the relevance of its approach at European level. By sharing its progress and methodology with key stakeholders, the project strengthened its connection with the Paralympic community and reinforced its message that accessibility should be understood as a core element of quality sport infrastructure.
